In Kaelara, who you are is determined by where you are from, not what race you belong to. National identity outweighs ancestry in nearly all social contexts. A citizen of Minressa is Minyran first; an outlaw is judged by their posse and reputation, not their blood.

All characters will begin play with the following base human statblock:

Ability Score Increase · Your ability scores each increase by 1
Age · Humans reach adulthood in their late teens and live less than a century
Alignment · Humans tend toward no particular alignment. The best and worst are found among them.
Size · Humans vary widely in height and build, from barely 5 feet to well over 6 feet tall. Regardless of your position in that range, your size is Medium.
Speed · Your base walking speed is 30 feet. If you are from a coastal nation (Minyra, Vaekalakai, Zan’thara), you may also have a swim speed of 30 feet.

Cultures

There are two types of cultures that exist in this world: Outlaw and Settled cultures. At a time only elders can recall, these distinctions did not exist as the rains came steadily and those in the Wastes relied not on raiding to get by, but herding. But those times are past and any kingdoms that existed are naught but memory. In their place are outlaw posses: small gangs of warriors who survive by picking scraps from caravans crossing the vast desert.

Settled folk are different. They hail from flourishing, for the most part, states along the coast of the Circumthal Sea and the Desert Lakes. These areas have been growing slowly more desperate for resources as the drought continues and storerooms run dry. No one wants to be the next outlaw culture, even if it means turning on your neighbors.
